Absolutely Yes. You still get the benfits of cardio and legs doing this type of exercise. It is called water aerobics.

Does anybody know a great exercise program online to get stronger legs?

Yes it is still excercise. It is working on your legs and tensing the muscles in your legs. Do other small excercises in the water like, doing a few arm movements. You don’t have to be to streneous but simple things like these will soon improve your body without being to hard to do.

Any form of swimming/exercise, no matter how mild or low impact, is always better than no exercise at all. So go ahead and kick your legs to your heart’s content. Maybe if you kick and jump to music it may be a little more exciting!
